Now Russia is at a critical juncture in its struggle to be reborn as a democracy. Even as Bill Clinton turns his attention to domestic issues, he has both moral and selfish reasons to care about Russia's success. Global security depends on it, and by providing U.S. help, Clinton can make it more likely that he will remain free to tend to the urgent business at home.
